Program Officer, Strategic Funding (Homeless Initiatives)

Under the direction and guidance of the Director of Homeless Initiatives, the Program Officer will be responsible for key aspects of Home For Good, the initiative to create and sustain an end to homelessness in LA County.  The Program Officer will have the opportunity to be at the center of an inspiring and historic effort to end veteran and chronic homelessness together with a dynamic, innovative team of implementers. The work environment is fast-paced and energized, focused on continuous learning and improvement both internally and out in the field.

  • Funders Collaborative
    • Direct a body of 30 leading public and private funders toward catalytic solutions to ending homelessness in Los Angeles County.
    • Lead the growth of this collective in size, scope, and vision to become the pre-imminent public/private partnership for resourcing homeless initiatives.
    • Use discretion and strategic thought to re-create the structure of the Funders Collaborative to broaden and deepen the engagement of philanthropic members.
    • Manage a support team composed of internal staff and external volunteers to construct streamlined and impactful funding opportunities, including the production of collaborative Requests for Proposals (RFP) and other special funding opportunities.
    • Oversee fund development (grant-writing and reporting) and fund management (financials, payment schedule, cabinet/board approvals) for Home For Good and the Collaborative.
    • Determine and distribute meaningful communication on the work of Home For Good and the Collaborative to members, grantees. Represent on panels and speaking engagements as necessary.
  • Capacity Building:
    • Extend the efforts of the Funders Collaborative more broadly to capacity building in the homeless services sector.
    • Create other avenues for building capacity beyond funding opportunities and communicate opportunities to providers.
    • Regularly monitor most critical gaps in present capacity and anticipate future needs.
  • Other duties and responsibilities as assigned.


  • Experience: Minimum 5 years relevant work experience in philanthropy, systems change or policy work.  Proven ability to develop, manage, and evaluate large scale initiatives
  • Education: Bachelor’s degree in Public Policy, Public Administration, Nonprofit Management, Social Work, Business Administration, related disciplines, or equivalent experience.  Master’s or equivalent advanced degree preferred.
  • Expertise and background in philanthropy, public/private partnerships, capacity building, and systems change strategies
  • Working knowledge of the root causes of and solutions to homelessness.
  • Demonstrated experience in the grant making and grants management (administration of request for proposals, reporting, portfolio management, fund accounting, fund development)
  • Demonstrated experience in internal and external collaboration, joint problem solving, and constructive team dynamics
  • Demonstrated experience in project and/or initiative management
  • Demonstrated experience in policy development and program design, particularly in capacity building, training, or technical assistance
  • Proven ability to establish and maintain effective working relationships with key stakeholders
  • Proven ability to utilize creative strategies to engage a range of stakeholders
  • Proven ability to speak and present to groups
  • Proven ability to write clearly and persuasively
  • Proven ability to prepare clear and accurate reports, correspondence, and other written and oral communications 
  • Proven ability to work in a participative and collaborative manner, to interact well with a diverse range of people, and to constructively give and receive feedback
  • Proven ability to organize and prioritize work and meet specific deadlines, improvising to changing circumstances when necessary
  • Proficient in Microsoft Office (Word, Excel, Outlook, and PowerPoint) is essential
